I. Introduction of Changjiang River Scientific Research Institute
Changjiang River Scientific Research Institute ("CRSRI"), located in Wuhan and founded in 1951, is a national non-profit scientific research institution affiliated to ChangjIang Water Resources Commission of the Ministry of Water Resources(“MWR”). CRSRI provides scientific and technological support for the national water conservancy undertakings and the management, development and protection of the Yangtze River Basin, and at the same time, provides technical services and conduct the R&D of sci-tech products for the industries relating to national economic construction. 
CRSRI consists of 27 departments, including 7 functional departments, 16 institutes (branches and centers), 3 comprehensive guarantee units and 1 sci-tech enterprise. CRSRI has the master degree granting rights of 2 first level disciplines, i.e. hydraulic engineering and civil engineering, postdoctoral research stations and the Yangtze base for the joint supervision of master and doctoral students with Hohai University. The National Dam Safety Research Center, the National Changjiang Ecological Environment Protection and Restoration Joint Research Center, the Base for International Science& Technology Cooperation, the Base for National Talent and Intelligence Introduction, the Key Laboratory of River Regulation and Flood Control of MWR, the Key Laboratory of Rock and Soil Mechanics and Engineering of MWR, the Research Center on Water Engineering Safety and Disease Prevention of MWR, the Engineering Quality Inspection Center of MWR, the Science and Technology Promotion Center of MWR and other scientific research platforms were established by relying on entities including the CRSRI. 
At present, CRSRI has more than 800 staffed personnel, including more than 700 professional technicians, 148 professor-level senior engineers and 306 senior engineers, 219 of which has PhDs and 280 of which have master degree. There are 2 "double employed academicians", and nearly 80 experts with national and provincial titles such as experts enjoying the special government allowance of the State Council, person selected for New Century Talents Project, young and middle-aged experts with outstanding contributions at the provincial and ministerial levels as well as person selected for "5151" Talent Project. CRSRI has established scientific research bases at Wuhan, Yichang, Chongqing, Danjiangkou, etc., with total area of more than 900,000 m2 and total floorage of about 210,000 m2, and has 15 physical modelling experiment halls such as flood control and river engineering, with total area exceeding 100,000 m2. In particular, the Wuhan Zhuankou scientific research base occupies the land of about 40 ha, and has the largest river engineering model in the world at present – Yangtze River flood control model, different kinds of physical modelling experiment halls and more than 4,000 sets of equipment. 
II. Introduction of High-level Talents and Special Talents in Urgent Need
As per development strategy needs, specialties in shortage of talents and personnel allocation status, CRSRI intends to introduce high-level talents and special talents in urgent need in relevant fields from Chinese and international renowned universities, high-level scientific research institutions, international renowned enterprises (transnational companies) and international organizations. CRSRI sincerely welcomes excellent Chinese and international scientists to join us. 
 (I) Candidate profile
Level 1: Academicians from the Chinese Academy of Sciences and the Chinese Academy of Engineering generally aged below 80; overseas academicians, international famous professors included into the "National Thousands of Talents Introduction Program" or famous scholars generally accepted in the same field, generally aged below 65. 
Level 2: Winners of the National Science Fund for Distinguished Young Scholars, leaders of scientific and technological innovations of the " National special support program for high-level personnel recruitment ", specially appointed professors under the " Cheung Kong Scholars Programme ", national-level candidates of the " Millions of Leading Engineering Talents ", selected candidates of the "Hundred Talents Program" of the Chinese Academy, principals of Innovation Teams in Selected Areas of Priority, young and middle-aged scientists of the State and so on. Generally, candidates shall be aged below 50.
Level 3: Young and middle-aged leading scientists under the innovative talent promotion program, young leading academics of key discipline at the ministerial and provincial levels, selected candidates of Thousand Talent Program for Young Outstanding Scientists, winners of the national science fund for excellent young scholars, professional technologists with independent intellectual property rights or proprietary technologies (major technical inventions, patents and so on), leading scientists of the professional disciplines in the urgent need for the development of CRSRI. Generally, candidates shall be aged below 50.
Level 4: Candidates with Doctor Degree from foreign and domestic famous universities who shall be aged below 40 generally.
 (II) Research Directions
(1) Mechanism and prevention technology of floods and droughts
(2) Evolution and treatment of rivers and lakes
(3) Evolution and treatment of water environment
(4) Ecological restoration of rivers and lakes
(5) Efficient utilization and intelligent management of water resources, environmental and ecological hydraulics
(6) Full life cycle safe operation of water engineering
(7) R&D of new green hydraulic materials, environmental geotechnics, and geotechnical geophysical exploration, etc.
(III) Requirements
(1)    To have both moral integrity and ability; to observe laws and regulations and have stringent and principled style; to be diligent and dedicated and have good professional quality.
(2)    To know about the relevant laws and basic situations of water conservancy and hydropower industry in China, be familiar with such businesses as the development of foreign and domestic related disciplines, academic exchanges, and international cooperation. To have a certain reputation and high academic level, and understand the development direction of the professional field.
(3)    To have strong abilities of organization and coordination, communication, and teamwork.
(4)    To have good psychological and physical quality.
(5)    Candidates with relevant work experiences in foreign and domestic famous universities, scientific research institutes, large-scale enterprises (transnational corporations), international organizations and the fields of water conservancy and hydropower will be given priority.
(IV) Remuneration and Benefits
(1)  Remuneration
a.Full-time personnel
Level 1: one-off payment of research start-up funds of CNY 3 million; 
Level 2: one-off payment of research start-up funds of CNY2 million;
Level 3: one-off payment of research start-up funds of CNY800,000;
Level 4: one-off payment of research start-up funds of CNY500,000. 
As for the aforesaid research start-up funds, necessary procedures will be completed within 45 working days after the conclusion of an employment contract for talent introduction. 
In addition, CRSRI will arrange young scientific and technical personnel as scientific research assistants. In particular, one full-time academic secretary can be arranged for each of talents at the first level as per work demands. 
b.Part-time personnel
The salary shall be determined by negotiation in accordance with the work contents, term of service and contributions by reference to the standard of full-time talents.
(2)  Benefits
a. Full-time personnel
Level 1: CRSRI will provide an apartment of about 200 m2 (if a talent transfers his(her) personnel relation to the CRSRI, he(she) and his(her) spouse will enjoy the right to use of the apartment; after retirement, he(she) and his(her) spouse will still enjoy the right of use; if the talent does not transfer his(her) personnel relation to CRSRI, he(she) will enjoy the right of use during the work for CRSRI). If the talent does not need housing, he(she) will be provided with family allowance as per the apartment rent on the market annually. The income will not be lower than CNY1 million. During the work for CRSRI, medical treatments will be subject to spirits of the Circular on Medical Treatments for Academicians from the Chinese Academy of Sciences and the Chinese Academy of Engineering (Zu Tong [2012] No. 38) of the Organization Department of the Central Committee of Communist Party of China; 
Level 2: CRSRI will provide an apartment of of about 150 m2 (if the talent transfers his(her) personnel relation to the CRSRI, he(she) and his(her) spouse will enjoy the right to use of the apartment; after retirement, he(she) and his(her) spouse will still enjoy the right of use; if a talent does not transfer his(her) personnel relation to CRSRI, he(she) will enjoy the right of use during the work for CRSRI). If the talent does not need housing, he(she) will be provided with family allowance as per the apartment rent on the market annually. The income will not be lower than CNY 600,000, and the medical treatments during the employment period will be the same as those for in-service employees on the payroll of the CRSRI. 
Level 3: CRSRI will provide an apartment of about 120 m2 (if a talent transfers his(her) personnel relation to CRSRI, he(she) and his(her) spouse will enjoy the right to use of the apartment in 10 years during the period of work for CRSRI). If the talent does not need housing, he(she) will be provided with family allowance as per the apartment rent on the market annually. The income will not be lower than CNY400,000, and the medical treatments during the employment period will be the same as those for in-service employees on the payroll of CRSRI.
Level 4: CRSRI will provide an apartment of about 80 m2 (if a talent transfers his personnel relation to CRSRI, he(she) and his(her) spouse will enjoy the right to use of the apartment  in 5 years during the period of work for CRSRI). If a talent does not need housing, he(she) will be provided with family allowance as per the apartment rent on the market annually. The income will not be lower than CNY300,000, and the medical treatments during the employment period will be the same as those for in-service employees on the payroll of CRSRI.
b. Part-time personnel
The medical benefit shall be determined by negotiation in accordance with the work contents, term of service and contributions by reference to the standard of full-time talents.
